Abstract This article was written for the purpose of accessing government Web-site usage measurement techniques and raising research questions regarding measurement practices and analysis of findings. The steps involved in the process of server log file analysis are explained with a thorough explanation of types of server log files and their interpretations. The authors explain the log file analysis process by using the Web site of the Government Information Locator Service (GILS) as an example, explaining the PERL-based software developed specifically for this research endeavor and providing an overview of commercially available software for this purpose. Further noted are key issues in log file interpretation and management and areas of needed continuing research in this area.
